Embodied Carbon and the New Pressure on Specifiers



For years, carbon scrutiny on construction projects has focused on operational performance, the energy a building uses once it is occupied. That focus is shifting. As buildings become more energy efficient, embodied carbon, the emissions locked in during manufacture, transport and construction before a building is ever used, accounts for a growing share of a project's total footprint. For specifiers and main contractors working on commercial and multi-dwelling schemes, that shift is starting to change what gets asked for at specification stage.


From voluntary good practice to something closer to an expectation


Whole-life carbon assessment, looking at a building's emissions across its full lifecycle rather than just its energy use, is increasingly treated as standard professional practice by built environment bodies, even on projects where it is not strictly mandated. The UK Net Zero Carbon Buildings Standard, due to launch in 2026, is expected to introduce verifiable embodied carbon thresholds, moving carbon claims from something a project can assert towards something it needs to be able to evidence. A proposed amendment to building regulations covering whole-life carbon assessment and limits has not yet been adopted in England, but it has strong backing from major industry bodies and housebuilders who want consistency across the sector, and most observers expect some version of it within the next regulatory cycle.



Multi-dwelling and commercial schemes are feeling it first


This pressure is not evenly spread. London already requires Whole Life-Cycle Carbon Assessments for major developments under the London Plan, and other local authorities are developing similar upfront embodied carbon policies of their own. The schemes facing this scrutiny earliest tend to be larger, denser, and taller, the multi-dwelling apartment blocks and commercial buildings that already sit under a separate but related set of rules. Since 2018, the Building Regulations have banned combustible materials from the external walls of most residential buildings above 18 metres, requiring those materials to achieve a European fire classification of A1 or A2-s1,d0, which is why non-combustible, metal-based products are already the default choice in much of this segment. Carbon credentials are now layering on top of that existing fire-safety discipline, rather than replacing it. For products specified into these taller, denser schemes, carbon performance and fire performance increasingly sit on the same specification sheet.


Why this reaches supply chains, not just developers


Separately, central government procurement policy already requires it directly for the largest contracts: under Procurement Policy Note 006, suppliers bidding for in-scope central government contracts worth over £5 million a year must provide a Carbon Reduction Plan confirming a credible route to Net Zero by 2050. Few individual building product manufacturers bid for contracts at that scale directly. The effect cascades down anyway, because the main contractors and developers who do bid for that work need to evidence the carbon performance of everything in their supply chain, including the materials and products specified into each project, to support their own reporting. Embodied carbon scrutiny works the same way: it lands on developers and main contractors first, then moves down the specification chain to the products they choose.

What this means in practice


None of this makes embodied carbon reporting a legal requirement for every project today. It does mean that specifiers, architects and contractors working on commercial and multi-dwelling schemes are increasingly being asked to justify the carbon performance of the products they choose, and that the bar for what counts as adequate evidence is rising.
