What Is the Property Flood Resilience Framework?

The Property Flood Resilience (PFR) Framework is a procurement framework operated by the Environment Agency on behalf of the UK government. It provides local authorities, housing associations and other public bodies with a pre-approved list of flood resilience products and services that can be procured quickly and with confidence following a flood event or as part of a proactive property flood resilience programme.

The framework was established to streamline the procurement of flood protection following the significant UK flooding events of recent years and to ensure that public money is spent on products that meet verified performance standards.

Who Can Use the Framework?

The PFR Framework is primarily designed for use by:

  • Local authorities and county councils procuring flood resilience measures for multiple properties within a flood-affected area.

  • Housing associations and registered providers seeking flood protection for social housing stock.

  • Other public bodies and arm's-length government organisations responsible for property flood resilience programmes.

Private property owners and commercial businesses can procure directly PRF Framework approved flood management companies.

What Does PFR Framework Approval Mean for a Product?

A product listed on the PFR Framework has been assessed by the Environment Agency against criteria covering performance, quality, safety and value. For flood barriers, this typically requires evidence of approval to a recognised standard such as BS 851188-1:2019+A1:2021 for demountable products.

Framework approval does not replace product certification; it sits alongside it. For specifiers, framework approval provides an additional layer of assurance that the product has been assessed by a government body, not only by an independent test house.

Are Caro Flood Defence Barriers on the EA PFR Framework?

Yes. Caro Flood Defence Barrier WaterDoor and WaterWall configurations are approved for use on the Environment Agency's Property Flood Resilience Framework. Caro Flood Defence is also the first and only UK company to hold third-party approval to BS 851188-1:2019+A1:2021 for demountable flood barriers, making these configurations among the most comprehensively accredited demountable flood protection products available in the UK.
